Project objectives
The overall objective of the G.S.R. Model project is to build the conditions to develop governmental sustainable services, so that a sustainable socio-economic growth will be granted.
The approach is based on the systematic and systemic adoption of quality and social responsibility concepts by Governmental Agencies. Thanks to an organizational culture more rich in quality and responsibility, the Public Sector will thus be able to produce grater benefits to the entire socio-economic and environmental system.
The project's objective will be reached through the following actions:
1. The identification of the standards for a socially responsible – total quality Governmental Agency – G.S.R. Standards -, on the base of literature review, comparative evaluation and integration of relevant best practices, standards and codes.
2. The development of a Social Responsibility Model – G.S.R. Model – and of methodological tools, based on the G.S.R. Standards. The Model will be general enough to allow to be adapted to the existing system and the particular needs of each Receiving Unit.
3. The establishment of a competent G.S.R. Expert Network and the design and application of pilot strategies, stressing on the capacity building of the Actors involved as well as on the implementation of the G.S.R. Model in "pilot sectors" of the selected Governmental Agencies. The focus of investigation/application will be the regional/local level, since the interaction with citizens and the effects on the external environment are more evident.
The pilot strategies will comprise:
a. The raise of awareness among the executives of the Public Administrations as well as the activation of a consultation process of the stakeholders.
b. The planning of training sessions for the Public Administrations and Stakeholders.
c. The application of the G.S.R. Model to the Governmental Agencies, monitoring and evaluation of the results.
d. The planning of a communication plan to reach the widest audience and disseminate information regarding the project and the results obtained.
